Fulton Avenue SPA
The Fulton Avenue Special Planning Area (SPA) was initiated in early 2009 to provide flexible zoning to aid in the revitalization of the Fulton Avenue Corridor. Part of the focus has been to provide for retail, office mixed use and residential uses on properties currently zoned Auto Commercial (AC). The proposed SPA also has benefits for the entire corridor in the form of more flexible development standards.
A Public Hearing/Workshop will be held Tuesday, January 12, 2010 at 2700 Fulton Avenue, beginning at 7pm at the regular meeting of the Arden Arcade Community Planning Commission (AACPC). The purpose of the Hearing/Workshop is for the AACPC and general public to make comments on the November 4, 2009 DRAFT SPA. That document can be found here.
Members of the Fulton Avenue Association convened last Fall and again this Spring with Sacramento County officials and departmental staff to discuss the benefits of forming a Special Planning Area (SPA) within the Fulton Avenue Business District boundaries.

After several lengthy discussions, members of the Association agreed that by agreeing to initiate the SPA process, they would be taking a proactive step in the future planning and development of large parcels in the District that currently allow car sales only.
“The car manufacturing industry has changed dramatically. And, the way people buy cars has changed as well. With participating Association members’ agreement, the County Board of Supervisors voted unanimously to move the SPA process forward.
Goals of this Special Planning Area:
- Allow more flexibility in land uses for the SPA area, in particular to allow for commercial and mixed use development on properties owned Auto Commercial (AC)
- Take advantage of strengths, including existing auto and retail commercial and central Arden Arcade location
- Encourage more quality building design, landscaping and site improvements to compliment investment already made by the Fulton Avenue Association, in streetscape
- Implement Arden Arcade Community Action Plan policy to encourage vitality of commercial corridors, especially on Fulton Avenue
- Allow for retention of Auto Commercial zoning rights
